Public chat channels in game are going to be the best way to find victims for your scams. Channels can be used to advertise (maybe you're selling mislabeled ships, maybe you're looking for investors), as well as finding players that are actively advertising things for you to take advantage of.
The purpose of a public chat channel is to find someone to initiate conversation with. Your scams will always have the highest success rate once you have players in a private conversation. Only use public channels to find your victims. Once they're found, keep your chat private, so there's no chance of an outside influence.
Local Chat
This is one of the best places to find individuals that are either too trusting, lazy, greedy, or simply uneducated. Generally speaking, you can always catch someone with their guard down through local chat. A local chat with more players allows for greater exposure.
High population solar systems:
Jita
Rens
Oursulaert
Amarr
Hek
These are major trading hubs that are sure to have plenty of people. Surrounding solar systems often have quite a few players as well.
Player Channels
Player Channels are also a great place to find victims. For example: Say you find a trading channel for newer players. This is a great place to pick up victims that might want to "help" your trading business. Maybe you can convince them to invest in you. There are endless options for this kind of thing. Keep in mind you'll likely be banned from a channel very quickly for suspicious activity. But in that time, you might be able to find victims. Always cater your scam to the type of channel for better success.
A few channels:
Rookie Help - This channel contains a lot of helpful people. It's very likely that you can find individuals who might be willing to toss a bit of extra cash at you. Entry to this channel requires you to be a new character, however.
Legit Trading - This channel exists as an alternate to the normal spamming of Jita which is mostly scammers. The point of the channel is that heavy moderation keeps scammers out. As a result, this channel can create a false sense of security for its residents, and can potentially allow you to find unsuspecting victims.
SCC-Lounge - This channel has a lot of people lurking in it, the majority of them coming from the Market Discussion forums. As a result, you can often find newer or unsuspecting players that are prone to being scammed. Also moderated, and you will be banned from the channel for scamming. Use alts, or make your attempt count.
Signatures - An alternative channel to SCC-Lounge. Generally contains the same players. Also worth trying to pick out unsuspecting players for a scam.
Trader's Academy - Almost all traders, some of which are new or are in the process of learning trade. Once again, a false sense of security is created in this channel as it does not harbor scammers, and is for traders. Many of these people are unsuspecting and overly trusting.
There are plenty more channels, but these are good starting places.
